Abstract

The EPA published without prior proposal a Federal Register (FR) action approving a revision to the Texas SIP addressing visible emissions. The EPA's direct final approval was published on April 3, 1995 (60 FR 16806). The EPA subsequently received adverse comments on the action. Accordingly, the EPA is withdrawing its direct final approval. All public comments received will be addressed in a subsequent final rule.
