Abstract
EPA is approving a State Implementation Plan (SIP) revision submitted by the State of Delaware on August 26, 1994. This revision establishes and requires control of volatile organic compound from marine vessel transfer operations. The intended effect of this action is to approve Regulation 24, Section 43, ``Bulk Gasoline Marine Tank Vessel Loading Facilities'', in accordance with section 183(f). This action is being taken under section 110 of the Clean Air Act (CAA).
