Pursuant to section 5 of the Toxic Substances Control Act (TSCA), EPA is promulgating procedural amendments to the premanufacture notification (PMN) rule to incorporate a number of regulatory initiatives designed to streamline and reduce the administrative costs and burdens of the section 5 new chemicals program. These actions will allow EPA to concentrate its limited resources on identifying and controlling those new chemical substances most likely to present an unreasonable risk of injury to human health and the environment. DATES: This rule will become effective May 30, 1995. In accordance with 40 CFR 23.5, this rule shall be promulgated for purposes of judicial review at 1:00 p.m. eastern savings time on April 12, 1995.
