On April 3, 1995 the EPA simultaneously published a direct final rule and notice of proposed rulemaking in which EPA published its decision to approve a revision to the Texas SIP addressing visible emissions. During the 30-day comment period, the EPA received three comment letters in response to the April 3, 1995, rulemaking. This final rule summarizes comments and EPA's responses, and finalizes the EPA's decision to approve the revisions to the visible emissions regulations for Texas.
