Abstract
EPA is conditionally approving a State Implementation Plan (SIP) revision submitted by the Commonwealth of Massachusetts. This revision contains a regulation to reduce volatile organic compound (VOC) emissions from marine vessel loading operations. The intended effect of this action is to conditionally approve this regulation into the Massachusetts SIP. This action is being taken in accordance with the Clean Air Act.
