Abstract
The EPA is promulgating final interim approval of the operating permits program that the State of New York (NY) submitted in accordance with Title V of the Clean Air Act (the Act) and its implementing regulations codified at Part 70 of Title 40 of the Code of Federal Regulations (40 CFR Part 70). This approved interim program allows NY to issue operating permits to all major stationary sources, and to certain other sources, for a period of two years, at which time the interim program must be replaced by a fully approved program.
