Abstract
EPA is finalizing a limited approval and a limited disapproval of revisions to the California State Implementation Plan (SIP) proposed in the Federal Register on February 28, 1995. The revisions concern rules from the South Coast Air Quality Management District (SCAQMD). This final action will incorporate these rules into the federally approved SIP. The intended effect of approving these rules is to regulate emissions of oxides of nitrogen (NO<INF>X) and oxides of sulfur (SO<INF>X) in accordance with the requirements of the Clean Air Act, as amended in 1990 (CAA or the Act). The rules concern the control of NO<INF>X emissions from facilities in the SCAQMD with four or more tons of NO<INF>X or SO<INF>X emissions per year from permitted equipment. The subject facilities, in order to meet annual emission reduction requirements, will participate in an economic incentive program (EIP) in order to reduce emissions at a significantly lower cost. This document also serves to respond to comments received from the public on the February 28, 1995 notice of proposed rulemaking (NPRM).
