Abstract

EPA is promulgating final interim approval of the Operating Permits Program submitted by the Idaho Division of Environmental Quality (IDEQ) for the purpose of complying with Federal requirements for an approvable State program to issue operating permits to all major stationary sources and to certain other sources. EPA is also promulgating final interim approval of IDEQ's request for delegation of authority to implement and enforce State-adopted hazardous air pollutant regulations, which adopt by reference the Federal National Emission Standards for Hazardous Air Pollutants (NESHAP) contained within 40 CFR parts 61 and 63 as in effect on April 1, 1994, as these regulations apply to sources that are required to obtain a Federal operating permit. EPA is also approving a mechanism for Idaho to receive delegation of future NESHAP standards that the State adopts by reference into State law.
