The Environmental Protection Agency (EPA or the Agency) is removing text from the Code of Federal Regulations (CFR), specifically 40 CFR part 110, which is unnecessary because it simply repeats language already set out in section 311 of the Federal Water Pollution Control Act (the Clean Water Act or the Act). EPA is also making other editorial revisions in 40 CFR part 110. Neither the removal of text nor the editorial revisions effect any substantive changes to the revised rules.
