Abstract
EPA is approving a State Implementation Plan (SIP) revision submitted by the State of Rhode Island. This revision contains a regulation to reduce volatile organic compound (VOC) emissions from marine vessel loading operations. The intended effect of this action is to approve this regulation into the Rhode Island SIP. This action is being taken in accordance with the Clean Air Act.
