Abstract
On April 9, 1997 (62 FR 17081), the United States Environmental Protection Agency (USEPA) approved the State of Minnesota's Enhanced Monitoring rule through a direct final rule procedure. The USEPA is withdrawing this direct final rule due to adverse comments received on this action. In a subsequent final rule USEPA will summarize and respond to the comments received and announce final rulemaking action on this requested program delegation.
