Abstract
EPA is approving a State Implementation Plan (SIP) revision submitted by the Commonwealth of Pennsylvania. This revision establishes and requires nitrogen oxides (NO<INF>X</INF>) reasonably available control technology (RACT) for Panther Creek Energy Facility located in Carbon County, Pennsylvania. The intended effect of this action is to approve a source-specific operating permit that establishes the above-mentioned RACT requirements in accordance with the Clean Air Act. This action is being taken under section 110 of the Clean Air Act.
