Abstract
On November 15, 1996, EPA published a direct final rule extending the applicability of durability regulations for light duty vehicles and light duty trucks [61 FR 58618]. This action was published without prior approval because EPA anticipated no adverse comments. Due to the receipt of an adverse comment, EPA is removing the amendments made by the direct final rule and restoring the regulatory text that existed prior to the direct final rule.
