Abstract
EPA is finalizing the approval of revisions to the California State Implementation Plan (SIP) proposed in the Federal Register on November 8, 1996. The revisions concern rules from the South Coast Air Quality Management District. This approval action will incorporate these rules into the federally approved SIP. The intended effect of approving these rules is to regulate emissions of oxides of nitrogen (NO<INF>X</INF>)and sulfur (SO<INF>X</INF>) in accordance with the requirements of the Clean Air Act, as amended in 1990 (CAA or the Act). The rules concern the control of NO<INF>X</INF> and SO<INF>X</INF> emissions from facilities in the South Coast Air Quality Management District (SCAQMD) with four or more tons of NO<INF>X</INF> or SO<INF>X</INF> emissions per year from permitted equipment. The subject facilities, in order to meet annual emission reduction requirements, will participate in an economic incentive program (EIP) in order to reduce emissions at a significantly lower cost. Thus, EPA is finalizing the approval of these revisions into the California SIP under provisions of the CAA regarding EPA action on SIP submittals, SIPs for national primary and secondary ambient air quality standards and plan requirements for nonattainment areas.
