Abstract
EPA is making minor changes to its 1998 15 percent rate of progress federal implementation plan (1998 FIP) for the metropolitan Phoenix (Arizona) ozone nonattainment area. The 1998 FIP contains a demonstration that the Phoenix metropolitan area has in place sufficient measures to meet the 15 percent rate of progress (ROP) requirement in the Clean Air Act. This action does not alter the basic conclusion in the 1998 FIP that the Phoenix metropolitan area has met the 15 percent ROP requirement as soon as practicable.
