Abstract
The EPA is taking direct final action on approving Louisiana's State Implementation Plan (SIP) revision because it adequately demonstrates that the Louisiana Clean Fuel Fleet (CFF) substitute program achieves equivalent or better long term reductions in emissions of ozone producing and toxic air pollutants than the Federal CFF program. A detailed rationale for the approval is set forth in the accompanying Technical Support Document.
