Abstract

EPA is amending the procedural requirements for training and certification of workers involved in lead-based paint activities in target housing and child-occupied facilities by extending the effective dates for certification of individuals and firms and use of work practice standards that are contained in the final regulations promulgated under section 402 of the Toxic Substances Control Act (TSCA). The extension applies only in those States and Indian Tribes where EPA is operating the Federal lead-based paint program. EPA is extending these effective dates in order to provide additional time for individuals to become trained and certified to conduct lead-based paint activities safely, reliably, and effectively. EPA believes that the extension of the effective dates will result in successful implementation of the Federal program and ensure the availability of a well-qualified workforce to perform risk assessments, abatements, and other lead-based paint activities.
