This action promulgates regulations setting forth EPA's approach for issuing Federal operating permits to covered stationary sources in Indian country, pursuant to title V of the Clean Air Act as amended in 1990 (CAA). Consistent with EPA's Indian Policy, the CAA authorizes the Agency to protect air quality in Indian country by administering a Federal operating permits program in areas lacking an EPA-approved or adequately administered operating permits program. Implementation of today's rule will benefit the environment by assuring that the benefits of title V, such as increased compliance and resulting decreases in emissions, extend to every part of Indian country. This action potentially applies to all industry sectors.
