In this action, EPA is finalizing a second phase of emission regulations to control emissions from new nonroad spark-ignition nonhandheld engines at or below 19 kilowatts (25 horsepower). These engines are used principally in lawn and garden equipment in applications such as lawnmowers and garden tractors. The standards will result in an estimated 59 percent reduction of emissions of hydrocarbons plus oxides of nitrogen from those achieved under the current Phase 1 standards applicable to nonhandheld engines. The standards will result in important reductions in emissions which contribute to excessively high ozone levels in many areas of the United States. In compliance with the Paperwork Reduction Act, this document announces that the information collection requirements contained in this final rule have not been submitted to the Office of Management and Budget for approval.
