We recommend the Deputy Assistant Secretary for Policy for the Veterans' Employment and Training Service strengthen Veterans’ Program Letter No. 05-24 (dated April 25, 2024) to detail the eligibility validation procedures for veterans and eligible persons, including the source documentation required for eligibility validation outlined in the Employment and Training Administration’s Training and Employment Guidance Letter No. 23-19, Change 2, Attachment II (dated May 18, 2023).
