Narrative

An employee was installing a doubler plate on a ballast tank on a boat that was in dry dock. He was stooped down with his back against pipes, welding a vertical patch on the tank about 4 to 5 inches from his right leg, when his pants caught fire. The employee was welding in very tight quarters.
