Narrative

An employee was putting hurricane clips on the first landing of the stairs using a 4-foot ladder. He had one foot on the window sill and one foot on the ladder. There was dew on the window sill. He slipped and fell to the ground, breaking his right elbow and suffering a concussion and bruises on his forehead.
