An employee was wearing a full harness, shock absorbing lanyard, rope, and anchor while working on the second floor roof. The employee slipped on a peel-and-stick felt pad and fell. He landed on his feet and fractured his right hip. He had 38 feet of rope laid out and the roof height was 23 feet.
