Narrative

An employee was loading paper onto a railcar. He had a clamp truck loaded with two rolls of paper suspended approximately 24 inches on a dock plate from the railcar floor. The top roll of paper slipped off the clamp truck and hit the employee on his lower left leg, breaking it. He was hospitalized.
