Narrative

An employee was walking with a mini-excavator that was carrying a sewer vault in a marked construction zone on a public roadway. A privately owned vehicle sped through the zone, causing the employee to step sideways into the path of the mini-excavator. The mini-excavator then struck and broke his leg.
