An employee was descending down the side of a building in a boatswain chair. A kink in the rope got caught in the descending device, causing him to lose balance. He began swinging around and hit his ankle on a protruding concrete balcony. He sustained a compound fracture above the left ankle requiring hospitalization and surgery.
