An employee was performing repairs on an electrical arc furnace (EAF) phase #1 structure. He was using a crane to lift the phase when a pulley base for the winch system broke off causing the phase to fall and strike the employee's right forearm. The employee sustained a laceration and fracture to his forearm requiring hospitalization and surgery.
