A water line under a building was leaking. Employees were doing a cut-and-cap on the water main to reroute the line away from the structure. They closed the valves leading to the section of pipe, then opened all the sink faucets in the building to drain the pressure from the line. They then cut the pipe, allowed the water to drain, and began to cap the end of the line. They had capped both sides of the pipe and were tightening the bolts when pressure, which had built up on one end of the line, caused the pipe on the other end to push out of a bell joint. The pipe pinned an employee's leg against another section of pipe.
